Indonesia is entering a new phase in its economy with a target growth rate of 8% by 2029 at the latest. This growth will be achieved through various programs, such as strengthening investments in Indonesia and the establishment of the Danantara investment management.
Ministry of Investment of the Republic of Indonesia stated that an average annual growth rate (CAGR) of 15.67% is needed from 2025 to 2029 to achieve an 8% economic growth target by 2029. A total of Rp 13,032.8 trillion or US$868.9 billion in domestic and foreign investments is required over the next five years.
So, what are the prospects for investing in Indonesia amidst the global economic challenges, especially with U.S. President Donald Trump raising import tariffs and high banking interest rates still in place? The Indonesian government has prepared several measures to boost investments, one of which is encouraging the digital economy. Innovation and technological advancements will be prioritized to achieve the ambitious investment target, aiming to position Indonesia as a global player. Indonesia will also continue to enhance its manufacturing competitiveness, targeting a contribution of 21.9% to Gross Domestic Product (GDP), compared to the previous year’s 18.98%.
Strengthening the manufacturing industry will focus on 28 strategic commodities across eight main sectors: minerals, coal, oil, natural gas, plantation crops, maritime, fisheries, and forestry. This will create new opportunities for both foreign and local investors to enter the Indonesian market.
According to projections from the Ministry of Investment, the manufacturing sector is expected to remain the largest contributor to foreign investment over the next five years, in line with the government’s policy of encouraging the downstream processing of natural resource commodities to reduce raw material imports.
The downstream policy has led to rapid growth in foreign and domestic investment in the manufacturing sector over the last three years. Manufacturing investment reached Rp 497.7 trillion in 2022, increasing to Rp 596.3 trillion in 2023, and reaching Rp 721.2 trillion in 2024. The remaining investments are directed towards sectors such as infrastructure and services, mining, food crops, plantations agriculture, livestock, forestry, and fisheries.
The rise in manufacturing investment is reflected in the improvement of Indonesia’s Manufacturing Purchasing Managers’ Index (PMI), which showed consistent growth over the last three months: 51.20 points in December 2024, rising to 51.90 points in January 2025, and jumping to 53.6 points in February 2025. This indicates that domestic manufacturing activity is expanding.
To continue attracting foreign investment to support its 8% economic growth target, the government has prepared various policies. These include enhancing Indonesia’s competitiveness, improving business licensing services, and implementing an electronic business licensing system.
The government will also continue its tax holiday and tax allowance policies. Furthermore, it will uphold the exemption of import duties for machinery, equipment, goods, and materials. Additional policies include a super tax deduction initiative and efforts to harmonize and simplify regulations, providing greater legal certainty.
